Luis Amezcua is an expert in energy and climate policy with deep experience in environmental justice, workforce development, and land use.

Luis is an expert in energy and climate policy with deep experience in environmental justice, workforce development, and land use.

Luis began his career in the private sector focused on legislative and regulatory strategy and advocating for technology solutions to improve the reliability of the transmission system, and in the nonprofit space played a leading campaign role in the growth of Community Choice programs and to prohibit the handling and storage of coal in Oakland and Richmond.

Most recently, Luis was at the Building Decarbonization Coalition where he helped secure state funding for low-income households to have access to clean appliances as California phases out fossil fuel appliances by 2030. Prior to this, Luis was at the Sierra Club where he supported clean energy and grid projects through the permitting, environmental review, and approval processes, while working with a broad range of stakeholders to negotiate community benefit agreements. This work included advocating for the retirement of gas-fired power plants in environmental justice communities by addressing grid constraints to make way for clean energy development.

Currently, Luis serves as a member of the Sierra Club National Political Team, the Advisory Council of the South Coast Air Quality Management District, and the board of the Center for Energy Efficiency & Renewable Technologies. Previously, Luis served on the Advisory Committee for the Los Angeles 100% Renewable Energy Study and the City of Berkeley’s Housing Advisory Commission & as Chair of the Environment Commission.

Luis received his undergraduate degree from the University of California, Berkeley. He lives in Los Angeles and enjoys reading, hanging out at parks and cafes, and visiting art spaces.
